River basins world-wide are facing a series of challenges from Global Change critical to their future, centered on the availability and distribution of water. Economic impacts and food shortages are a growing concern; international effort must be made to predict and adapt to potential changes.

A Virtual River Basin (VRB) is both a metaphor and a practical engine, for organizing and processing multi-sector information into developing regional baselines and scenarios, and a template for analyzing complex decision needs.
